Het nummer is afkomstig uit de Amerikaanse comedyfilm Short Circuit, waarin de militaire humanoïde robot Number 5 door een kortsluiting een zelfbewustzijn krijgt en in contact komt met het meisje Stephanie. In de film is het nummer te horen als Stephanie aan Number 5 haar huiskamer laat zien en de radio aanzet. In het latere scène komt het nog eens voorbij als Number 5 de autoradio aanzet. In de slotscène besluit de robot zijn naam te veranderen in Johnny 5. De videoclip van Who's Johnny speelt zich af in een rechtbank, waar El DeBarge als getuige optreedt. De actrice Ally Sheedy, die in Short Circuit de rol van Stephanie speelt, speelt ook mee in de video. In de rechtszaal wordt als bewijsstuk een videoband van Short Circuit vertoond, waarna beelden uit de film te zien zijn. Van de robot Number 5 zijn alleen de handen te zien, zowel op de beelden van de videoband als in de rechtszaal zelf. Het hoofd en de rest van zijn lichaam worden niet getoond.
